Language Requirements for adults (18-54) who are applying for Citizenship

Citizenship and Immigration Canada announced that as of November 1, 2012, adults ages 18-54 who are applying for citizenship will have to provide proof that they have adequate knowledge of English and French.

A copy of the following documents showing that you meet the language requirement will be accepted:

1. Third-party test results that you already sent to CIC for previous applications as a Federal or Quebec Selected Skilled Worker or for the Canadian Experience Class.

2.  New third-party test results, including:

  • CELPIP General
  • CELPIP General – LS
  • IELTS – General training
  • Test d’Evaluation de Francais (TEF)
  • Test d’Evaluation de Francais adapte au Quebec (TEFAQ)

3. Proof of completion of a secondary or post-secondary education program in French or English, in Canada or abroad

  • A transcript, diploma or certificate from a secondary school; or
  • A transcript, diploma, certificate or degree from a post-secondary school

4. Proof of achieving CLB/NCLC 4 in speaking and listening through a Language Instruction for Newcomers (LINC) or Cours de langue pour les immigrants au Canada (CLIC) course.

5. Proof of achieving CLB/NCLC 4 in Speaking and listening issued by a provincially-funded language training course in Manitoba, British Columbia or Quebec.
