Provincial Nominee Certificate Refusals: Any Relief?
In the upcoming issue of Immquest we explore appellate relief in the PNP stream. The article asks the following questions:
The Canadian Provincial Nominee Program (PNP) is now a popular and well entrenched category for permanent residence to Canada based upon a foreign national’s ability to become economically established in Canada. Given that a PNP Certificate does not confer legal immigration status, nor does it guarantee that a subsequent application for permanent residence will be approved can a negative decision be challenged? If so, what is the legislative authority?
